On April 16, 2021 the Service submitted a new application for a Federal Consistency Determination to the California Coastal Commission. The final application document and its appendices are here.
On December 16, 2021 the California Coastal Commission voted in favor of finding the Service’s proposal consistent with the California Coastal Act and granted the Service a Consistency Determination.

- 2004: Feasibility Study
- 2006: EA Public Scoping
- 2009: Comprehensive Conservation Plan
- 2011: EIS Public Scoping
- 2013: Draft EIS and public comments
